Head of Construction – Based, Oldbury-on-Severn, Nr Bristol with travel to other Nuclear Power Stations throughout the UK - £neg (Inside IR35) -

Purpose of Role

The Head of Construction is responsible for the following:

Provide construction management capability resource and support to the Site, Project Managers and Programmes

Responsible for ensuring control and supervision and other requirements associated with the construction work on all Company sites.

Key Duties/Responsibilities/Accountabilities

Lead the site’s construction management team, ensuring that all construction work undertaken on site is properly planned, managed and coordinated; whether it is deemed notifiable under CDM or not

Establish and maintain the Site Construction Office

Take overall responsibility for Principal Contractor activities when Magnox takes the role on notifiable projects

Liaise with the Client and Principal Designer on CDM compliance

Represent their site at the Company Construction Manager Group

Ensure there is sufficient competent Site Engineer resource for oversight of Contractors activities

Ensure that all Site Engineers comply with S-722 Safe Management of Contractors

Ensure that a Pre-Start Up meeting, including all relevant site personnel, is held with each Contractor prior to them commencing work on site.

Record the details of the meeting and pass on details of any actions arising from the meeting to the Project Manager, Site Engineer(s) and the Contractor

Make sure suitable welfare facilities are provided prior to construction work commencing and maintained throughout.

Ensure that the DPAF process is complied with for construction work.

Ensure that all work carried out by Contractors complies with the Contractor Site Instructions (CONSIs)

Ensure that adequate specialist support is used when required and available by the Site Engineers (e.g. Industrial Safety Advisors)

Where necessary (e.g. where Contractor activities are significant and there are multiple work faces) appoint a Senior Site Engineer(s)

Monitor Contractor safety performance on a regular basis using proactive and reactive data, and report significant findings to the Site Integration Manager

Ensure adequate handovers are completed by the Site Engineers

Ensure that the Contractor risk assessment and method statement review process is implemented

Liaise with the Site’s EHSSQ Department to ensure that competence checks on each Contractor are sufficient – this may require additional checks and could also include an off-site visit

Discuss with the Contractor the scope of work and the expectations as to the standard of safety related documentation

In conjunction with Site Engineer(s), review the Contractor’s Safety Plan before work starts on site and on a regular basis depending on the complexity of the work – the Contractor’s Safety Plan should dovetail into the Construction Phase Plan where this is applicable

Set up and manage suitable arrangements to discuss the safety performance of the Contractor

In conjunction with Site Engineer(s), make sure that the Contractor’s Site Manager or his Safety Manager attends the Site Safety Meeting – any relevant information from this meeting should be brought to the attention of Site HESAC

Contribute to the project close out evaluation and implement improvements.

Co-ordinate with Duly Authorised Persons (DAP) & Senior Authorised Persons (SAP) where required.

The post holder may be required to be a member of, and participate in, the Site Contingency Arrangements.


• Educated to HNC/D or equivalent in a relevant discipline

• APM introductory course

• NEBOSH Construction Certificate

Experience / Knowledge

• Significant demonstrable experience of managing construction activities

• A thorough knowledge of the CDM Regulations

• A thorough knowledge of the company and local procedures, rules and instructions

• Experience and knowledge of project and programme management.
